== Criticism == The Arab Higher Committee has been criticised for not preparing the Palestinian population for the war, accepting the general expectation that Palestinian Arabs alone would not prevail over the Yishuv, and accepting the joint Arab strategy of outside Arab armies securing a prompt takeover of the country. Anwar Nusseibeh, a Palestinian nationalist who believed that the best way to advance Palestinian interest was to operate within whichever regime was in power, criticized the Arab Higher Committee's performance during the 1948 Arab–Israeli War as being unaware and ineffective at best and ambivalent at worst to the needs of the Palestinian Arab population. In a personal note, Nusseibeh wrote, "Obviously they thought of the Palestine adventure in terms of an easy walkover for the Arabs, and the only point that seemed to worry them was credit for the expected victory. ... [They] were determined that the Palestine Arabs should at all costs be excluded." The Arab community, being essentially agrarian, is loosely knit and mainly concerned with local interests. In the absence of an elective body to represent divergences of interest, it therefore shows a high degree of centralization in its political life. === Limitation of availability === Limiting the availability of paracetamol tablets has been attempted in some countries. In the UK, sales of over-the-counter paracetamol are restricted to packs of 32 × 500 mg tablets in pharmacies, and 16 × 500 mg tablets in non-pharmacy outlets. Pharmacists may provide up to 100 tablets for those with chronic conditions at the pharmacist's discretion. In Ireland, the limits are 24 and 12 tablets, respectively. Subsequent study suggests that the reduced availability in large numbers had a significant effect in reducing poisoning deaths from paracetamol overdose. One suggested method of prevention is to make paracetamol a prescription-only medicine, or to remove it entirely from the market. However, overdose is a relatively minor problem; for example, 0.08% of the UK population (over 50 thousand people) present with paracetamol overdose each year. In contrast, paracetamol is a safe and effective medication that is taken without complications by millions of people. == Pharmacology == Although it was marketed as being safer, meprobamate has most of the pharmacological effects and dangers of barbiturates and acts at the barbiturate binding site (though it is less sedating at effective doses). It is reported to have some anticonvulsant properties against absence seizures, but can exacerbate generalized tonic–clonic seizures. Meprobamate's mechanism of action is not completely known. It has been shown in animal studies to have effects at multiple sites in the central nervous system, including the thalamus and limbic system. Meprobamate binds to GABAA receptors which interrupts neuronal communication in the reticular formation and spinal cord, causing sedation and altered perception of pain. Meprobamate has the ability to activate currents even in the absence of GABA. This relatively unique property makes meprobamate exceptionally dangerous when used in combination with other GABA-mediated drugs (including alcohol). It is also a potent adenosine reuptake inhibitor. Related drugs include carisoprodol and tybamate (prodrugs of meprobamate), phenprobamate, felbamate, mebutamate, and methocarbamol.
